Fast-SCNN: Fast Semantic Segmentation Network

Unofficial implementation of the model architecture of Fast-SCNN. Real-time Semantic Segmentation and mobile friendly memory consumption.

Tested with Python 3.6 and Pytorch '1.0.1.post2'
